Ozon, Avito, Cian, as well as HeadHunter (MCX, Tinkoff and the owner of the Beeline brand, Vimpelcom, have asked the government to support the initiative of the Ministry of Digitalization to change the criteria for including software in the register of Russian software. The corresponding request is contained in the letter of the heads of the companies to Prime Minister Mikhail Mishustin, writes RBC.

In particular, the authors of the letter point to the requirement that the owner of the software directly or indirectly more than 50% owned by Russian structures or Russians. Otherwise, the company’s software cannot be included in the register.

This requirement blocks the products of some Russian companies, which do business only in Russia but have attracted significant foreign investments, from being included in the register, the letter said. Ozon, Avito, Cian, HeadHunter, Tinkoff and Vimpelcom were founded in Russia, but later their main shareholders became foreign-registered companies.
