From July 1, Russian Railways will restore the order of coal exports from Kuzbass, Khakassia, Buryatia and Tuva, which was in effect in 2021, writes “Kommersant” with reference to the minutes of the meeting of the Board of Russian Railways on June 28, which was reviewed by the publication.

“For Kuzbass and the republics (Khakassia, Buryatia and Tuva) return annual quotas for export in the eastern direction (58 million tons, 9 million, 9.1 million and 400 thousand tons respectively). In addition, the Ministry of Energy’s methodology for exporting coal from Kuzbass in the eastern direction is restored, according to which the right to export their coal within the quota is granted to companies that have sent no less volume in the western direction,” Kommersant reports.

With reference to the Ministry of Energy, the newspaper also notes that in the situation when Europe imposes an embargo on coal exports from the Russian Federation in August, “the methodology (for exporting coal from Kuzbass in the eastern direction) will also take into account deliveries to the domestic market in addition to exports to the west”.

The publication reminds that with the reinstatement of export rules from 2021, coal from “quota” regions gets priority over coal supplies from other regions, in particular, from Yakutia.
