The Russian government has submitted a bill to the State Duma on the creation of a Russian app store to be pre-installed on gadgets sold in Russia.

“The bill proposes to provide for the creation of a Russian app store which will be mandatorily pre-installed on technical devices. At the same time, such an app store will be loaded with software included in the list approved by the federal executive body,” the explanatory note to the bill 149602-8, submitted to the State Duma on Wednesday, reads. It notes that “the proposed approach will make it possible to ensure the fault tolerance and uninterrupted provision of Internet services, private and public services to Russian citizens without costing the federal budget.”

It is assumed that such an application store will include software according to the list approved by the Ministry of Digital Economy of Russia. At the same time, the creation of the site is carried out without attracting funds from the budget of the Russian Federation.

The bill proposes amendments to the laws “On Protection of Consumer Rights” and “On Information, Information Technologies and Information Protection”.

It is noted that the bill is due to the need to provide citizens with familiar Internet services and channels of interaction in conditions of sanctions pressure, continued uncertainty with the supply of equipment and disconnection from foreign IT infrastructure. The authors of the document remind that currently the work of foreign application stores (Google (NASDAQ:GOOGL) Play, AppStore) is largely restricted, in connection with which there is a risk of termination of their work in the Russian Federation.
