The Federal Antimonopoly Service has developed norms for gas sales on the exchange for Gazprom and independent producers, according to the service’s report.

It refers to the National Competition Development Plan, according to which by 2026 at least 10% of natural gas from the total volume of supplies to the domestic market should be sold on the exchange.

For Gazprom it is proposed to set the norm at 10%, for independent producers who occupy a dominant position in the market – at least 3%. In the future, the norm for both categories will be 10%.

“The adoption of the order will allow to use exchange quotations as indicators of market prices for gas, and will also contribute to preventing cases of establishing a monopolistically high price of goods”, – explained in the FAS.

The Service also emphasized that by purchasing gas on the exchange, consumers “receive a number of advantages, the main of which is the opportunity to plan long-term purchases using a transparent price formation mechanism”.
