Italy’s antitrust regulator (Autorita Garante della Concorrenza e del Mercato, AGCM) has fined U.S. online retailer Amazon.com Inc. €1.13 billion for abusing its dominant market position to the detriment of e-commerce logistics operators.

“Amazon has a dominant position in the Italian market for intermediary services for online marketplaces, and abused it by promoting the use by sellers of its own Fulfilment by Amazon (FBA) logistics service to the detriment of competing logistics operators, further strengthening its position in the market,” the AGCM said in a statement.

In an investigation launched in 2019, the regulator concluded that Amazon was improving the prominence of offers from sellers using its own delivery service in search queries on Amazon.it. Amazon’s practices also harmed other online marketplaces by disincentivizing sellers using its services from selling goods on competing platforms, the AGCM found. The regulator is demanding Amazon change its practices.

In November this year, the AGCM also fined Amazon and Apple Inc. a total of 203 million euros for conspiring to exclude resellers of Apple products, as well as the Beats brand it owns, from Amazon’s Italian segment. Amazon shares are getting cheaper in pre-market trading on Thursday. Since the beginning of this year, their value has risen by 8.2%.
